Can I transfer my iTunes account to a PC so I don't have to load El Capitan?

Tried twice now to load and use El Capitan and rolled back each time due to lousy features and poor performance. Unable to even mail a picture . Had to upgrade yesterday again as wifes new phone was not recognized so to do a restore on her phone had to upgrade my iMac then restore back to 10.7.5. So as I keep a Windows Laptop I downloaded iTunes to that but my question is can I transfer my mac based account across to the PC and sync the phones there so I don't have to degrade my iMac with this El Crapitan? I assume that I can still copy my phone pictures into the old iPhoto on my iMac? But would like to confirm that.
