Q: Can I backup my Dell laptop computer into iCloud and add it as one of my devices?

You can copy documents to iCloud from your Dell however.
If you have not done so, you can download iCloud for Windows, and after installing it, you'll get an iCloud folder in Windows explorer you can drag files to, like any other folder. Files dragged to it, will be uploaded to iCloud.
