If yes - then extremely unlikely it has been broken intoMore likely they popped the SIM and it is not in a wifi zone
You cannot do anything till you see a location on the Find iPhone app and contact the police if you do

People have gotten hurt seriously going after the iPhone by themselves

Did you have "Find My Phone" enabled?
It may not show up simply because it is offline or turned-off or a lot of other reasons.
You can "retrieve" it only if you had "Find My Phone" enabled or you get lucky and someone turns it in to the authorities because its activation locked and therefor useless to them. Beware of scam/phishing messages you might receive saying your phone was found and asking for your Apple ID & password.
