Can one draw OVER image in the recent I phone / iPad notes app ?

The new notes feature with its drawing capability is impressive and intuitive but it misses one ver essential feature ---I THINK ?

That is the ability to draw OVER / ON an imported image /photo / sketch or drawing.

If this is true, some good fell citizen of the shared planet please enlighten me. If not, I would ask, is it in the cards for inclusion soon or do we bail out to any of the hundred emerging finger/ stylus-driven drawing apps.

I ask this because "Notes" beats many of these third part apps hands down, due its more mac like feel but the image over draw element would close the deal !
