MY storage on my phone is full, it is synced with my iPad. I'd like to store all my photos on iCloud, so that I free the storage on my phone and iPad. Does any one know how to do this or have any ideas?

If you have iCloud Photo Library turned on, any photos you delete from the phone will also be deleted from iCloud and from any other devices connected to that iCloud Photo Library. The most you can do to reduce the storage space required on the phone is to turn on Settings > iCloud > Photos > Optimize iPhone Storage.
Apple does not currently offer any cloud-only storage options. You can suggest that more options be offered via http://www.apple.com/feedback/icloud.html
There are 3rd party cloud services which have cloud-only options.
As FoxFifth stated - you can look at Google Photos or Upthere to get photos into storage and off your deivice
