OS X server: can you restrict iOS devices to only call certain numbers?

I'm looking for a way to restrict the callable phone numbers iOS devices managed with OS X Server can call. I want to do this stealthily so the end user does not know, and cannot block me from doing it. Before I invest too much time it would be nice to know if it is even possible.

Teenager a little too social during school hours and would like to lock his phone down when needed so can only call mom or myself.

Thanks for the response. I'm aware of the restrictions on the device itself. My intention is to be able to effect change to the device without having to have it in my hands and without the user being aware.


In other words I can log in from wherever and make the change instantly, instead of having to get the device.
