I recently upgraded to OS X Snow Leopard and now would like to go to MAvericks and then Capitan. Where do I get the Mavericks upgrade if it is no longer available in the app store?

You should probably skip it and upgrade directly; there aren't any benefits to going through it, and doing so increases the chance of encountering trouble.

I want to go to OS X Capitain I was under the impression I had to go through at least Mavericks first because of the error I got when I tries to install OS X Capitain from the app store.

It sounds like you are attempting to install the update which requires your Mac to already have OS X 10.11 installed.
If instead you go to the App Store and purchase El Capitan 10.11 that will install without Mavericks.

That *****, how can I get the newest version of Lion? DO I have to purchase it?
Also why cant I get any higher than lion? I know it may be a dumb question and it may warrant a dumb answer. Is there anything I can do to get past Lion and what year is the Mac pro 1.1 from?
