Why are iPhone only apps upsized from iPhone 4 size?

Why are iPhone only apps upsized from iPhone 4 size?

Apps that are iPhone only, appear to be upscaled from the 4 inch version. I know the ratio is different, but surely it would be better to display the iPhone 6 Plus version?

Namely, Instagram. I can see much more of vertical photos on my iPhone 6 than on my iPad pro. That is a ridiculous situation.

All Apple devices' screen sizes and resolutions are known to the 3rd parties developers.

Ask them about it. Apple has nothing to do here.
