I'm afraid you are the one who is mistaken.

The question is not about Apple Pay.

The OP simply misunderstood what Apple Pay is. That is also why they asked their question in the wrong place.

As you may be aware, Apple Pay is not available on an iPhone 4S, so it is impossible to start adding a card to Apple Pay, let alone to reach a point where an issuer (not Apple) declines to approve adding it.
