Can you check with other devices if the hotspot is otherwise working OK?
Don't mean to be "passing the buck" but it might be worth your effort to try and get support on this issue on MS Surface support forums...

If you want to use a tablet pc away from your home wifi
The thing to buy is a mifi dongle run up to 10 devices
On pay & go or contact works anywere you have a mobile phone signal .
look on ebay/ amazon .

talked to apple, Microsoft,and on line help. no help.took it in to geek squad and fixed it in 3 minutes.

he connected to the internet with a cable. my I phone came up and he unhooked from the cable, restarted my tablet and connected with my personal hot spot

OK. better, but still not quite perfect sense (to me, at any rate).
So... the only oddball part I see is the combination #2 & 3 that would be unusual in normal wifi troubleshooting. Did the Geek do anything in #2 iTunes hookup step at all?
Sounds like a nifty-unknown trick if merely the steps 1-3 😉
