Need Help Changing My Region ASAP

So I have problem changing my region cause, when I started using Itunes I always bought giftcards and had set my region in the US not thinking that was a problem (I live in Aruba). and my balance is 0.96$ ,but now I would like to subscribe to apple music and setting up my debit card but it keeps declining my card cause its not the right region. And I can't change it without spending my current balance. I'm stuck.
