I have just purchased a new iPad 4 why does take so long to download apps from the app store

What is "so long"? How many and what kind if apps?

So perhaps it takes "so long to download apps" because you are comparing the download speed to an iPhone 6S or an iPad Pro. Or perhaps you have a less than optimal wifi connection. Or perhaps you have a nearly full device (filled with things like photos, music, etc.).

I noticed the same in my iPad 4. If everything mentioned above is OK and your iPad had been working fine before and only slowed recently I'd chalk it up to the servers being slow.
