Can't access iCloud on my PC today

Received error message on first log-on, submitted to Apple as requested. Valid ID and password entered at sign-in screen, told to update Apple ID and asked for security question answers. Questions entered on screen, but then no way of submitting them. Apple ID working perfectly well on iOS devices.
