Q: Automatic Update Downloads Wont stop!

IOS 9.3.1 updates wont stop downloading. Its become a real issue. I have gone through the steps of Settings -> iTunes & App Stores -> gray out Updates... in fact I turned everything off.

I also sent to Settings -> General -> Storage & Icloud Usage -> Manage Storage and deleted the IOS 9.3.1 update (which is 415MB)

Every fracking day it re-downloads it and asks me if I want to update my phone NOW or LATER. How about NEVER? How about turn this crap off? If I dont eventually throw this phone through a brick wall I'll give it to someone who doesnt mind having software shoved down their throats every month. I will cancel the 200 other iPhones and iPad's throughout my organization to boot. Ya... that sick of it.

iPhone 5, iOS 9.2.1

If I remember right (its been a while) don't delete the update.  After you tap LATER 3 or 4 times/days in a row, it will stop asking you.  Then delete the update if you like.

CW, the setting above as you have found out do not stop these nagging updates,     Setting updates to OFF just disables App updates, not iOS updates. Many people have complained about this on these threads, you are not alone, but since this is a user to user forum, your best bet would be to provide feedback to Apple here:   http://www.apple.com/feedback/iphone.html    They read all submissions and If enough people complain they may take action. Good luck.

Thanks. I sent in my nasty-gram to that link. I doubt it will change anything but this new Samsung Edge 7S sitting next to me right now might.
