Unable to remove 2 apps from iPhone or remove them when I sync with iTunes. In fact they don't even appear in iTunes list of apps installed.

Are these Apps that are part of the iOS (such as Watch or Health)? Those can not be deleted. Perhaps if you said which apps you are trying to delete, we could give you a better answer.
Sorry didn't think of that. They are not part of iOS. The names are Flow Free and Errands To-Do List. I do not have the problem on my iPad, I was able to delete them. It really looks like the apps on iPhone a not completely installed - so frozen in place.
Force restart the phone
Restart your iPhone, iPad, or iPod touch - Apple Support
If that does not make the shadow apps go away -
Log out of Find iPhone
Log out of the App store
Settings - iTunes and App store - tap on your Apple ID and sign out
Log out of iCloud
Force restart the phone
Then sign back in to all of the above
I followed your directions exactly. The 2 apps are still there. Please any other suggestions for a solution? Appreciate your help so much.
If a forced restart did not help you may have to try a system restore.
Restore:
First backup your device using iTunes. Then import your photos to your computer and copy all important data. Try restoring from backup first and testing it. If it does not help, you may have to restore as New and reconfigure from scratch as the backup could be corrupted. For this reason it is important to have your photos and data saved separately from the backup.

Thank you for your help. Solution required a restore to factory and all is well now. It even solved a problem that Apple wasn't able to solve. I had 'untitled playlists' that were empty on my watch. Through the process they disappeared also. Appreciate your help.
