I cannot send a Voice message using Messages on my 2011 Mac Book Pro!
MacBook Pro (15-inch Late 2011), OS X Mountain Lion (10.8.3)

You state you are using Mountain Lion but have posted in Mavericks
In either case I am not sure the app had that feature then.
Not that it something I have done on my iPhone either but I cannot see any control/Menu item for it in El Capitan (the Mac version of Messages does not do it.)
