What exactly do you mean? Your iPad has already iOS on it. All iPads, iPhone and iPod Touches have iOS on them. It's the operating system that makes them run.
if you are running 9.2.1 as your signature says, updating to 9.3.1 should not be "dangerous" for sure. I have 9.3.1 on 4 iOS devices with no issues.
of course, I actually have 9.2.1 now...

If you're already running any flavor of iOS 9, the latest version (9.3.1) will not be any much different in terms of speed or performance. You can't install 9.3 because it's been replaced with 9.3.1. I'd install the latest if I had 9.2.1 already.
9.3 did cause issues to many devices. Not only older iPads, newer ones as well, and iPhones too.
However, most issues with iOS 9.3 were resolved with iOS 9.3.1 which is the current version available, and is fine to install now.
You cannot install iOS 9.3 anymore, as it's no longer available. It was replaced by iOS 9.3.1.

My iPad 2 (32GB WiFi only) is running iOS 9.3.1 without issue. Problems I had with iOS 8 are gone. For updating I strongly suggest using a tethered connection to a computer running the latest version of iTunes AND connected to the internet via an ethernet cable. Over-the-air updates are OK for emergencies but I prefer the reduced interference of a wired connection for routine updates.
Check for and install any iTunes updates before updating teh iPad and back up the iPad to the computer before updating.
