Might be corrupted Safari preferences ...

Quit Safari then open a Finder window. From the Finder menu bar click Go > Go to Folder

Type or copy paste the following:

~/Library/Preferences/com.apple.Safari.plist

Click Go then move the com.apple.Safari.plist file to the trash.

Relaunch Safari then try TopSites.

If you deleted this file, Safari is set to default settings. But if you've pinned your favorite sites to the "TopSites" page with this little, blue thumbtack on the left upper corner, the thumbnails of your TopSites will be the same as before deleting the file. So, you are not able to update this thumbnails, aren't you? 😟
