Why won't the continue button activate after I enter my security question answers?

I tried to log into icloud.com and I cannot get past the security questions. In Firefox ESR 45.0 after I entered the answers to my questions the continue button won't activate so I can log in. It stays grayed out. I thought I entered my answers incorrectly so I reset them. I tried a second time but same problem, the continue button is still gray. I tried to log in on IE 11 VS 11.0.9600.18282 but the security questions won't even load.
