I have a few bluetooth devices that allow youtube, spotify, netflix to connect to them from my ipad, but the Comcast apps do not. Does AppleTV mirror everything on the ipad? or certain apps?
I want to be able to use my X1 app on the apple tv device, but do not want to purchase it if it does not work.

The Comcast apps probably block AirPlay and mirroring to Apple TV. The app must explicitly allow these functions. The problem for them is that they sell mobile device access for use on mobile devices. They rent set top boxes for use with TVs. Allowing a mobile device to display on TV would be competing with themselves.
