Why do iOS 9.3.1 preinstalled iWork and iLife apps cost money to redownload on an iPhone SE?

So the pre-installed iWork and iLife apps were accidentally deleted from my and my wife's new iPhone SE's. They now require payment to re-download, when they were already pre-installed… why is that?

She should be able to re download the apps for free using the same Apple ID used when the iPhone was purchased.
