I accidentally deleted it so when I now open Safari it opens another page.

Safari is a web browser, not a webpage. You start Safari by clicking on the icon in your Dock. Open Safari Preferences:
Where it says "Homepage," put whatever website you want there. Where it says "New windows open with," make sure it's set to "Homepage." That way, whenever you start Safari, you'll see the website you want at the start.

If you have deleted the homepage settings , it can be configured once again with help of article : Safari for Mac: Set your homepage in Safari
You can set search engine as per your choice as www.yahoo.com or www.google.com , if you want to search by private browsing keep the setting shown with red arrow or if you want normal browsing click on drop down arrow and choose as new window .
Some users set homepage as top sites or favorites , so that whenever they open safari the same top sites or favorites open and it totally depends ,what setting they want .

With Safari open go to the webpage you want to set as your homepage.
Then from your Safari menu bar click Safari > Preferences then select the General tab.'
Click: Set to Current Page

Safari is the application you're using. It's not someplace you go with that application.
I know what he means. He's not talking about using Safari, browsing the web, etc. He is referring to the window that opens as soon as you open Safari which shows like 3 rows of 4 sites you have visited most. I believe it's called "Top Sites". You can click on any of those mini windows Safari shows you have visited most and it will take you directly to that site. If you change that site in the General Preferences section and try to leave, Safari will prompt you and ask "Are you sure you want to change the homepage."
In my experience with Safari, even if you accidentally delete that site it will still open as usual, unless you change the website there.
Yes, I think you know what he wants. Top Sites is the default page that Safari opens when you open a new tab; when you open a new instance of Safari, you are typically brought to www.apple.com. When you already have a running instance (i.e. you did not close Safari with Cmd+Q) you are brought to Top Sites.
If you want new tabs and new windows to open with Top Sites, you should press Cmd+, to open preferences, and then at the General tab at the top, look for "New windows open with" and "New tabs open with" and click the dropdown. There should be an option for Top Sites.

As the original poster hasn't been back since April, we may never be completely sure what they meant. Based on the fact they haven't been back, I'm assuming they either resolved the issue to their satisfaction or simply moved on.
You can put anything you want in that box. I use www.google.com as my homepage. In the past, I used nytimes.com.
