I logged in to icloud and cannot manage my resources as I am asked 'security questions' which I probably did not set or less likely I dont remember.
In my profile I did not find the way to reset such questions.
Kindly ask to support.

if the rescue email does not work you will need the Help of Apple Support, as described here:
If you can't reset your security questions
If you can't send a reset email, don't have a rescue email address, or can't access email at your rescue email address, call us for help. When you call, you might need to create a temporary support PIN to verify your identity. After you reset your security questions, you might want to update your rescue email address.
before post my request I tried to do as described under that link, however there no "Change Questions" option in in the Security section.
