Facetime problem

Hi I'm from SriLanka. I'm planning to buy new iPhone6s from local seller. but he tells he got this phone on Dubai market. But he telling me all features working fine(I mean Face time also working) for that devices like US version. How i can check before buying It's specific Dubai version??
