no chirp when i plug in my pad to wall charger

its at 100% but when i usually plug in my ipad to charge it makes that chirp sound...even when it is at 100%
i tried everything above and yet nothing happens my question is this..if its fully charged it wont make that sound?
or should it to let me know its connected and charging?
