I cant update apps nor download any as well. Everytime I try to it would keep saying this. I've already tried seeing if updating my payment method would solve the problem but even that didn't work. What should i do?

That error typically means that the payment method in your account is not working. It also means that you likely owe Apple money for a previous purchase and yo can't purchase items, even free items, or update apps until it is resolved.
Edit your payment method to add a valid payment method.
