Q: I want to transfer pictures from phone to tablet

It sounds like you have photos on your phone that you want to get to your iPad. What I would suggest is importing the photos to your computer. Now depending on what OS your computer has, the process for that will be different. If you have a PC use one of the following articles from Microsofts kbase:

• Windows 10 
• Windows 8
• Windows 7

For a Mac you can use Image Capture to import them:

Then you can use iTunes to sync your photos to your iPad with the section titled "Sync your photos manually with iTunes" in the following article:

Keep your photos safely stored and up to date on all your devices
