I am unable to update or download any apps

Since my last 2 updates I have not been able to download apps to my Ipad mini or my Iphone 6.

iPad Mini, iOS 9.3.1

Try doing Apple ID logout then back in.

Make sure your credit card is valid and has fund.

Also make sure you are Wi-Fi connected to the Internet if you are using Apple mobile device.

I have the same problem with my iPad Mini on the same OS.

Tried all sorts of things and nothing is working.
