Problems with Apple Support chat

Apple support chat won't work. When I go into the chat, I can't send anything back.

iPad (4th gen) Wi-Fi, iOS 9.3.1, It's actually 9.3.2

There should be a text entry bar similar to iMessage at the bottom of your screen.
