It depends on the email service provider's size limits and the resolution you want to maintain. A 10 MB limit is common. So a 13 minute video's bit rate would have to be under 100 Kb per second to meet the limit. That low a bit rate may produce OK quality at say, a 320x240 frame. If you're OK with that, Compressor settings can be adjusted to give you files that would work <10 MB..

Alternatively, use Mail Drop, which works via iCloud and can accept much larger (<5 GB) files.

Or consider a file sharing service like Drop Box.

If you want to compromise quality vs. deliverability, you may want to consider uploading to YouTube with the video page set to unlisted, or to Vimeo with video page set with a password.
