So a 13 minute video's bit rate would have to be under 100 Kb per second to meet the limit. That low a bit rate may produce OK quality at say, a 320x240 frame. If you're OK with that, Compressor settings can be adjusted to give you files that would work <10 MB..
Alternatively, use Mail Drop, which works via iCloud and can accept much larger (<5 GB) files.
Or consider a file sharing service like Drop Box.
