My iPhone does not backup Contacts fully. What to do?

Where are you backing up your contacts to?

Thank you for asking. I am backing up to (or in) iCloud. My "Contacts" list in iCloud is a fraction (~10%) of the list in my phone (iPhone 5). Of those that are backed-up, the numbers and names are from about one year ago, thus, not to date. My photos are, I believe, fully backed-up and up-to-date. There are no error messages. Thank you!
