family sharing issue

I am trying to set up family sharing. first I went to settings<icloud<set up family sharing<had me verify the payment info for purchases<then entered wife's name to invite and got an error that it could not process at this time. I received an email that welcomed me to family share but when ever I get back into it is says family information is not available and it is grayed out. this is on iPhone 6, I pad and mac book. All are running the latest updates.
