how to reconnect BLE peripheral from terminated app (by user)

I am trying to make BLE app that keep listening device sending data. but if app is killed by user (which by mean click Home button twice and terminate the app), then everything get disconnected and it cannot listen any incoming data from device.

Is there any proper way (can pass apple inspection) to restore the connection between device and my app???
