my iwatch favourites list keeps changing - is this normal behaviour?

the favourites dial/circle on my iwatch keeps changing the order of contacts. apparently randomly and without my intervention.
I have tried both the 'manual' and 'mirror iphone' options on the watch.

is this normal behaviour - ie anyone else experiencing this??

Can it be disabled/turned off.
