Videos don't sync from iCloud to iPhone 6

Hello ! I have the problem which I can't solve for 2 months. After repair my iPhone 6, videos aren't loaded in original quality from iCloud. Support team can't solve the problem and doesn't know the reasons of that accident. The same was with the photos, but they have loaded soon. I have to wait every time when video is loaded via the Internet from cloud to iPhone. Hope you will help me, guys !
