Really need help, dropped my phone in water!!!

I dropped my phone into water, the phone seems to work the same, but the screen doesn't, its blurred and has water under the screen. Will rice fix this? and how much roughly will it be to get it fixed? if anyone has had a phone fixed for a similar reason could you share how much it will cost? Im a student and im dreading the price...
