I can't access my iCloud storage, it said I had none when I had 5gb however I brought some more hoping that would work but it still says I have no storage when I should

I Have an iPhone 5s and have recently run out of storage, therefore I set up my iCloud where it said I had 5.0gb free storage, however when I came to try and take a photo it said I had run out of storage. I then thought I needed to buy some more, after I had brought some I tried to take photos and it still said I have no storage. I don't know how to get my storage working.

If Photos & Videos are taking up a lot of room, then you can hook your device up to your computer and import the photos and videos on the device. Once you have verified that they have backed up to your computer's photo app successfully, then you can delete some or all of them from the phone:

iCloud is a syncing system, not an external 'hard drive'. If you delete them on your device, they will delete from iCloud. To increase space available, go Settings/iCloud/Photos and select Optimize iPhone/iPad Storage. That will reduce the space required by about 90% when fully effective.
