Have you tried to launch Photos and see if it will open you iPhoto library?
Apple stopped development of iPhoto 2 years ago and the last update to it was about a year ago with iPhoto 9.6.1 which will run under El Capitan. However, on April 1st of this year the Apple Print Products stores dropped support of all iPhoto versions.
With that in mind I have two suggestions:
1 - if you're only at 10.11.2 as your profile indicates download and apply the OS X El Capitan 10.11.4 Combo Update. It brings a number of new features and bug fixes to both the system and Photos.
2 - when that's done drag your iPhoto Library (it should be in your Pictures folder) onto the Photos icon in the Dock. That will migrate you iPhoto library to Photos and you'll be able to view and access you photos again.

Hello Old Toad, This where I'm at. I've updated to OS X El Capitan 10.11.4 Combo. Before the updated I did not have iphoto. I used to have iphoto and now I don't. Now I have Photos, version 1.5 and iphoto Library Upgrader which reads "your library can open with the current version of iphoto and does not need to be prepared with this tool". I had so many photos now I have a few.

iPhoto is still in your Applications folder and was replaced in the Dock with the new Photos app. Unless it was iPhoto 9.6.1 you wan't be able to continue to use it.
Drag your iPhoto library onto the Photos app in the Dock to migrate it to a Photos library and start using Photos from here on out.
Ok done. The icon for iphotos has a circle with a slash in the middle. I moved the iphotos icon to the photos on the dock anyways. On the bottom of photos reads updated just now and still have only 179 photos when I had 3,000 plus before. Have I lost my photos?

That was a misunderstanding. You need to drag the iPhoto Library onto Photos icon in the Dock, nit the crossed out iPhoto application.
Your iPhoto Library will be in your Pictures folder with an icon looking like a fan of pictures. Drag that onto the Photos icon.
What happens?
Ok. It says "Cannot open migrated library". Followed by this statement "The content of the iPhoto library “iPhoto Library.migratedphotolibrary” has already been migrated to Photos. Open Photos to view your library or use a compatible version of iPhoto to open this iPhoto library." I cannot find compatible version. I really appreciate your help. Thank you.

Then Photos already opened this library. Maybe it is the wrong iPhoto Library, not the one you have recently been using.
What is the size of “iPhoto Library.migratedphotolibrary” ? Select the library in the Finder and check the size. is it large enaough to be holding 5000 photos?
If the library is too small,search for a different library. Hold down the options key while launching Photos. Hold down the options key until you are seeing the Library Chooser panel. Is there a different iPhoto Library listed?
What happened before the upgrade to el Capitan? How did you upgrade to El Capitan? Did you make a clean install and wipe your system drive before the upgrade? If yes, how did you restore your documents and data?
OMG! Thank you very much Old Toad and Léonie. So am I running two Apps? Photo and iphoto? I guess the next question is can I merge my two libraries?

I assume you are going to use Photos going forward (that is the best idea) so launch iPhoto 9.6.1 and select any photos you have imported to iPhoto since you did the migration to Ph0otos and export them to a desktop folder with all of their metadata then import those to Photos
