IOS Contact restrictions not working iPad w/ 9.3.1

Greetings. The favor of a reply would be appreciated. Restrictions on Contacts on my daughters iPad are not working based on my expectation on the outcome I am trying to achieve which is to prevent add/edit privileges to my daughter. iPad mini 3 (model 1599) running IOS 9.3.1. Contacts are synced to my daughters iCloud account. From the iPad I can add, edit and delete Contacts when Restrictions are Enabled and Privacy > Contacts setting is set to Don't Allow Changes. The internet is filled with information on using Restrictions as parental controls to provide a safe zone for children so I assume that it is possible to lock down the add/edit of Contact data on the iPad.
