i just received a text on my phone. It was in a green bubble.
It told me that if I wanted to continue using my Apple ID that I would need to log into iCloud care web address.
Im pretty sure that this is a scam.
can anyone confirm this? and if it is how can I report it to apple?

As you know - you can forward a text to an email address by pressing the finger tip - invoke the forward function and add the desired email address in the field
OR take a picture of the offending text and forward that to the email addressed

If it was an iMessage, then you can report it to Apple. Email imessage.spam@icloud.com. To take a screenshot of the scam message, press the home and power buttons at the same time.
If it was an SMS, you would need to report that to your carrier. AT&T, for example, lets you report spam by forwarding the text to SPAM (7726).

is reporting to the carrier info applicable in the UK?
Probably, but it would be a different number. You'd have to consult your carrier for that.
