I see this flickering across many sites and it feels that it disrupts my graphics in other programs as well.
For example ProPresenter keeps crashing.

I have had my Logic board changed once..
Same issue maybe?

Please contact the place where the replacement of Logic board was done.
Just in case, you can rule out Safari extensions and third party plug-ins with a little troubleshooting.
From the Safari menu bar click Safari > Preferences then select the Extensions tab. Uninstall one extension at a time, quit and relaunch Safari to test.
If it's not an extensions issue, try troubleshooting third party plug-ins.
Back to Safari > Preferences. This time select the Security tab. Deselect: Allow plug-ins. Quit and relaunch Safari to test.
