I don't keep music or photos on icloud only my few contacts but since I now use a passport backup that is always plugged in my icloud say it is almost full from backups. Any suggestions on how to keep from having to pay for a service (icloud) I'm not purposely using?

iCloud can back up an iOS device (iPhone, iPad, & iPod Touch) but it cannot back up a Mac (or a hard drive attached to a Mac).
You may want to reply with more information -- e.g., when do you get the message and what is the exact wording of the message.
