If you cannot get Internet Recovery working, then make a Genius Bar appointment at your nearest Apple Store, or take it to an authorized Apple service provider.

If you have a friend with a Mac, or another Mac, you can download the OS X installer, and create a bootable installer

Make sure you use your OWN Apple ID to download the OS X installer

You are going to have to use Internet Recovery. Note, Internet Recovery will install whatever version of OS X initially shipped on your Mac, rather than whatever version you last had.

1) As soon as you power on your Mac, and hear the chime, hold down Command+Option+R

2) Once you see the animated globe, release the keys. You will see a caption that lets you know that Internet recovery has begun

3) You will be prompted to sign into a wifi network. Sign in, and a copy of OS X will be downloaded onto your Mac from Apple's servers.

4) Once the copy of OS X has downloaded, access to recovery utilities will return, allowing you to reinstall OS X
