My ipad2 with 12 gab, ios9.3.1 email uses 2.3 gb. I have cleaned the inbox to less than 10, with no pictures or attachments. I have trashed all sent And junk mail.
I normally delete all trashed messeges weekly. the last time when I reviewed trash emails, there were some from 2013 & 2014. WHY TO BOTH PROBLEMS.

Try deleting the email account and then add it back to your iPad.
