Q: stolen iphone 6 HELP?

I lost my iPhone 6 and when i had lost it i had it dead 0% charged right. I Got home and tried to track it , but it was offline it been offline for 2days now . When the person turns my phone on will findmyiphone tell me where it was turned on ? I think whoever found my phone hasnt charged it because i call and its off , i track it and its offline . WHAT CAN I DO ? DOES HE HAVE TO CONNECT IT TO A WIFI SPOT OR DOES THE LTE AUTOMATICALLY tell me where its at ?? CAN I STILL TRACK IT EVEN THOUGH IF HE TAKES OUT THE SIM ???
