OSX Server App Temporarily Unavailable

Hi, I have to 10.11.4 Apple Airs, a 2008 and a 2015 and neither will allow me to purchase (or download) the OS X Server App. Before I actively seek out the non-app store availability of the software, I was wondering if anyone else is seeing this issue. Both Macs are 100% up to date, both have full root, both have the same login ID, and I'm able to download other apps like Twitter. I've also checked that the credit card on file is valid and up to date. What gives?
