Has anyone had the same issue and know how to resolve it?
I've tried uninstalling and re-installing.
I tried running the program as admin.
nothing resolves this...
iTunes 12-OTHER, Windows 8
It may help to run iTunes with administrator privileges.
In some cases anti-virus software has prevented iTunes from updating its preference files.

Unfortunately, I had already tried this.
I made the appropriate changes to the run properties of the iTunes executable to give me admin. privs but....
I don't recall this problem with the previous versions.. Although I have seen other people post with similar issues in years past. Too bad I tried some of their suggestions.
