Wrong name in Apple ID
MY new iPad like my old one has the correct email but my wife's name as the Apple ID Above the email. This seems impossible to change. Any ideas?

Are you referring to the name that is displayed in Settings - iCloud - when you tap on iCloud?
If that is what it is then start here and see if the correct names are associated with the appropriate Apple ID credentials
