ios 9.3.1 issue can't do WIFI calling

I just downloaded ios 9.3.1 and now I wanted to do WIFI calling, but it won't let me even after I go through the steps. I'm able to get to the screen with "Important Emergency 911 Address Required. Which I then put my address in, then check the circle for Terms & Conditions, then Continue, which then takes me back to the WI-FI Calling screen to active the green button again! Please help!
