I was trying to change my passcode within the next 60 minutes on my iPhone 6, I've never had this occur please help! I did end up changing it through the prompt but felt uneasy about it and decided to go through my settings and security and created a new passcode

This is happening more and more often and the source is not clear to me. Please look at this thread.
This is a feature of corporate phones. Apparently it has recently started happening on non-corporate phones. It's a bug, but it's harmless. You can just go to Settings/Touch ID & Passcode and "change" the passcode to the same passcode.

Don't worry about it, but don't tap on a link in the message. Go to Settings/Touch ID and passcode directly on the phone.
I did. 😟 but that made me uncomfortable so I went into settings and changed it again.

Certainly did no hurt to change it again and also to reset Safari. It may be overkill but these days one can never be too careful.
